One of the problems he sighted during Vietnam was the fact that overwhelming force was not used.

But we had more boots on the ground than we have in Iraq.

Overwhelming force is not just the number of soldiers, or even the soldiers and their firepower compared to that of the enemy. It includes sudden and massive application of that power at identified decisive points. In Vietnam we at times applied power decisively and at other times and in other places applied very little power.
