Teens are people, and people like to be paid. Not all people are capable of setting long term goals (just look at how few "adults" are saving for their golden years)- so imagine how much less likely it is that teens will understand the intangible benefits of an education. They do, however, understand the tangible benefits of cash. All I am suggesting is that it be tried. If it reduced dropout rates by 10%, or 20 % or god forbid, 50%, it would be well worth the money.

I'm all for preschools, but I'm not willing to give up on older kids.
