That is precisely what causes the perverse incentive. The perverse incentive comes from the fact that most people don't have to be bribed to take advantage of opportunities to improve their situation in life. But when you start paying, people stop doing it without being paid. (Just as you would not do your job without being paid, for example.)

Your focus is on the people who won't better themselves without being bribed to do so. My focus is on the far greater number who are willing to better themselves without being bribed (or who are even willing to pay for the opportunity to better themselves). I don't want to erode their sense of responsibility.
