You've changed my mind. I'm back on board with trying to rationally fix the problem.
Step 1: admit there's a problem.
Step 2: look for analogous situations which have solutions.

Considering step 2 for a minute: How would you make friends with a blue jay or squirrel? Basically that's what some of these kids have become - opportunists. So, would you try shouting at it? Sending it to a brutal boot camp? These are silly ideas. Opportunists are smart adaptable creatures that can be warmed up with rewards and trusting interaction. The same is true of kids, most likely. Sometimes, the rewards needed are small, as you've seen. I consider the chocolate and treat donations to your school are money well spent. The school should have a budget for it. You should have a variety of tools - magazine subscriptions. Cell phone pay cards. The menu is endless. It is an investment after all. What's so hard to get?
