When they looked at this JV in DRC they must have thought the limited drill results from the 80's was a trrue reflection of this properties potential. They've now begun to confirm these earlier results. If this were in Canada, US or Mexico we'd see the stock $2-$3 on these latest drill results but because it's DRC people take a wait and see approach.

As for RBY in general, they have many irons in the fire and this diversity provides stability and a floor in the stock price and increases their potential to find something. They are good at doing JV's to spread out cost and risk and preserving cash.

IMO most people are not that sophisticated when it comes to investing and are more inclined to "gamble" on a one mine hype machine then a well diversified comapny.
