This episode again demonstrates that at Congress' primary duty, crafting laws, it is incompetent. Given a clear cut goal with no opposition, the best they could come up with is an ambiguous thing that missed the mark by a mile - much to the surprise of most of them. Pressed for time? They're always pressed for time. They spend 90% of their time wool gathering (I mean deliberating) and at the end throw something together at the last minute. Then they shovel the stinking mass of paper out to the Courts and agencies and say "here you go boys, you figure it out.
