If the "job" was to destroy the government of Iraq and its conventional military then the answer is clearly "yes".

Agreed.

If the job was to follow through and establish civil order and to create a stable environment where we would police Iraq long enough to allow a peaceful transition to a new government, then the answer is clearly no.

I disagree. The number may have been less then ideal for this purpose but it is/was not clearly insufficient.
