Sure you are. Assuming that since heavy crude is substantially cheaper than light crude means that refiners will convert existing refineries, build new ones or build overseas and import the refined gasoline is a classic market forces scenario. Now true, assuming that the domestic refiners won't be able to protect themselves via tariffs isn't a market forces scenario directly, but in the absence of market forces it would make a tariff purely gratuitous...
