An explosion shouldn't shut a refinery down for very long. Explosions are common, especially in the cat cracking towers. And things are pretty spread out so that when an explosion or fire happens, it doesn't involve other units.

Having said that, it doesn't mean they won't use this as an excuse...

From Galveston, on a clear day you can see Texas City. If the wind is wrong, you can smell it too...
