Tracking is now against the law, so what happened to you really shouldn't be happening anymore- although I'm afraid to some extent it still happens, especially in schools where teachers gossip a lot about their "bad" students. I'm really very annoyed by teachers who do this, since we KNOW that the teachers expectations have a lot to do with how well the students do. I try to expect all my students will surprise me with their brilliance- and often enough, they DO. They don't always surprise me with brilliance in English, but they do surprise me with their talents, their humanity, and their ability to grow and change, and overcome obstacles.
