The statement that federal funding for education has gone up is not significant. Our population is increasing, as well. True but federal funding for education has grown much faster under Bush than our population. Its possible its mispent money and that we aren't getting any benefit from the large per capita increases in federal education spending, if you want to assert that I won't disagree (or agree), my point is just that overall federal education spending has increased a lot under Bush. Specific program have been cut, other programs have been increased but by a lower amount than originally planned (which is often called a cut), and its possible that Bush is increasing useless programs while cutting useful ones, but he is spending a lot more money in this area. Not that spending more money is actually a good thing if you don't get good results from it, but if tens of billions of dollars in extra spending is called a cut than a very misleading picture is produced. REALITY: Bush Administration has shortchanged its own No Child Left Behind education package every year – by more than $32 billion. "shortchanged" or "underfunded" doesn't equal "a cut". If Bush proposes a new program that will cost X dollars, and he only provides 1/2 X dollars of new funding, he may be underfunding the program even while spending is being massivly increased. I'm not arguing "Bush has done a great job for education". Tim
