Thanks for the wording advice. I should have used libel or defame or vilify instead of slander.

However, the assertion that the US isn't a "person" is a misleading legalistic dodge. It is possible to defame or vilify or libel a group of persons, which would certainly include a country. And using farfetched flimsy arguments that ignore Japan's history and its government's internal motivation to charge that it was the US that was responsible for Japan becoming an enemy is an example.
