Well, I am willing to consider that the incentive might not work- but to KNOW that it does not work, it must be tried. I'm not advocating we start paying every student in American to graduate - and that we do it tomorrow, or that we pay all women under 21 not to conceive- tomorrow, but I am suggesting we do some pilot programs and study the results. If the net change is positive, I don't care what people think might happen- we will have strong statistical evidence that their thoughts are not correlated to the real world- and that's all I'm interested in- Things that work in the real world, and have been proven to work there.

There are people who quit working each year when they get their EIC refunds - until the money runs out. Then they go back to work.
