I've always wanted government to be run more like engineering and less like, er..., politics. Designed experiments, for instance. I like ionesco's idea of motivation pay. Works for me. But let's test it - give it a statistically valid sampling plan and designed experiments (including several other motivation/punishment models as variables) and let's look at the response surface. Response surfaces don't excite the masses, unfortunately. But neither can the data be misinterpreted if the design of experiment is published in advance. Heaven forbid it showed something about something on the platform to be false.
