Deferred maintenance on both track and rolling stock may be a reason for some of the inefficiency, but the lack of a need to make a profit probably also contributes. I really doubt it. They have been under strong pressure for years and each year, their budget is cut more and more. Besides, you forget the most important reason for the deficit..........Congress's demand they provide train service to places that don't warrant such travel. Amtrak is caught between a rock and a hard place. ted
