"Upon hearing that there had been an attack on Pearl Harbor, here in America, Roosevelt went into immediate action, asking the Secretaries of State, War, Navy, and the Army Chief of Staff, General George C. Marshall to his office. Also came FDR’s close friend and trusted adviser Harry Hopkins. Hopkins noted in his diary that Roosevelt had been obviously surprised and angry by the news of the attack. He was relieved that Japanese had now made the decision whether U.S. should or shouldn’t enter the war was out of his hand."
