Your dad must have used the buckle end, which imo is assault and battery.

My dad whipped me hard enough that the paint came off the belt, and as I remember it was about 1/4 as painful as getting paddled in school. A 34-38 inch leather belt doubled over just isn't going to do much damage, it's too short.
