I would include community service and social service intervention as "law enforcement"- and I would like to see a lot more rehabilitation. I seek a kinder gentler law enforcement except for the most violent criminals and for sexual predators- I want there to be lots of resources for those folks, so we can lock them up forever.

Yes it's symptomatic of not doing the rest properly. Playing catchup is a little different than what you would want it to be. All problems are similar in the regard that you don't want to make a problem worse in the attempt to solve it.
