Even if you want to drop Saddam, you said "no known official enemies". Al Qaeda was an enemy already and if it wasn't official on our end it was on there end.

But including Saddam isn't silly. Regime change had been the official policy when Clinton was president as well. If its our announced policy to change the regime than that regime is an "official enemy". Also we had low level on and off fighting with Saddam's regime almost from the end of the 1st war to the beginning of the 2nd.
