I agree.

For *YEARS* Washington has been using the Social Security surplusses to DISGUISE the true size of the federal budget deficits from the American public.

(LBJ was the first President to do so... but it really moved into high gear with Reagan when they raised the payroll taxes in 1983. So far though, Bush II is averaging out the *worst* for that.)
