Oh, yes, I think you are talking about the economist Jeffrey Sachs. Are you? He's Bono's friend--they are trying to save the poorest of the poor together. There was a very recent article in Time magazine about Sachs that I read, so I know exactly what you are talking about with the mosquito nets. I think the concept is that the poorest of the poor did not get there on their own--they are victims of oppression and greed and war. They all know how to help themselves, to protect themselves from mosquitos, etc., and they want their children to go to school and be healthy. His thesis statement is that it would take very little in real terms to turn their lives around so that they could start taking care of themselves.
