I just read an article this afternoon about congress debating legislation barring anyone making more than $45K/year from being able to file Chapter 7 bankruptcy. They would instead be forced to file chapter 13 which does not let them get out of their debt. Bush has already indicated he will sign such legislation.

If the housing market collapses there will be lots of gnashing of teeth when people realize their "out" is gone and they actually have to live up to their contractual obligations.
