No doubt. There is a phenomenon that occurs that you may not know about. Earth materials can only shake so hard - the shake amplitude starts to cap out around 7.8 or so. The energy dissipation then becomes one not of increased amplitude at the local level or damage intensity, but areal extent of similar damage.
