Michael didn't make the decision to discontinue life-prolonging measures for Terri.

He had the feeding and hydration tube pulled, and yet, he isn't called a murderer.

Because of the disagreement he had with the Schlinders Michael petitioned the court in 1998 to act as Terri's surrogate and decide what Terri's wishes were. The court, acting on behalf of Terri, ordered that the life-prolonging measures be discontinued. Michael has no power to overturn the court's decision.
