Perhaps this is as I suspected. Still tight in the city but inventory has been building rapidly in the burbs? Perhaps this has to do with the continued explosion of the the immigrant population in Brooklyn, Queens and Bronx and there is only one Manhattan while there a ton of suburbs in three states as the circle of the metro area expands even further out?
