Adopting middle eastern children is very complicated. It isn't even common in the Middle East. Fundamental Islam does not permit children to change their surname when adopted. There are many rules about the interaction of males with females that are not blood relatives. So, there are many family practices that would be impossible between an adoptive mother and her son, adoptive siblings, cousins, aunts, uncles, and fathers.

It would be a very noble cause to create the first adoptive agency or even orphanage in the United states that was dedicated to this issue. I haven't seen a serious attempt to do that and I have looked.
