Most of what you have said I agree with. Unions were necessary in the early twentieth century. By the end of the twentieth century they had devolved to the point where unions benefited only the weakest members. Those who would be unemployed without unions cling to them. In education pay is often determined by adjusting a negotiated base salary upwards based on years of service and education. While these may be predictors of teaching skill, a non-unionized environment would result in different remunerations based on performance rather than generic measurements.

The right is not as unified about a solution as the left is about preventing any solution. Yes, charter schools, home schooling, religious schools, and a variety of other educations delivery mechanisms are popular with different sectors of the right. Private education seems to be very popular with the leftist elitists. (How many members of Congress or Senators' children attend public schools? A recent correct answer was zero. Yet, Congress blocks reform of Georgetown schools or charter options; another generation of residents is sentenced to educational oblivion.

Germany used to be known as an engineering center. It appears to have preceded the US in decline of engineering prowess. IMO China will be the next up and comer.

Partisanship is part of the public education system because the Democrat party grand the national education union veto power over their platform. Democrats need the union as bad as the union perceives it needs Democrats.

My children attend a small public school. I attended a public school. I am not a proponent of religious schools. IMO Charter schools should be able to receive the public education funds. This would induce the first accountability public education would have ever perceived. Now, people are forced to vote with their feet.
