I would think that heavy volume in ETFs is less conclusive than heavy volume in individual stocks or the market as a whole.

It seems that many hedges are done to somewhat off-set bets placed on individual stocks and/or options.

For example QQQQ volume since the year began has ranged from 55 Million to 156 Million - but I can't read anything into it... Quite simply QQQQ is down because the Nasdaq 100 is down - whether a lot of QQQQ shares trade in a given day doesn't seem to have any effect either way...
