I am sorry that I dont have any names, since major decisions at Intel do need a reasonable consensus. However there have were major management changes in the Handheld Communication group 18 months ago, when that group was brought into Sean Maloneys fold.

Who's decision was it to pressure Nokia?

I believe it was Ron Smith who got axed about a year ago.
Beyond providing a NOR flash Intel would provide a "suite of software solutions" that would differentiate from competition and hence justify a premium - it backfired.
I'm not an expert but I believe Intel's move unwillingly encouraged the adoption of NAND / replacement of NOR for certain cell phone applications - and it might have saved AMD's ass as well.
