i don't think it is Bush not willing to face situation. i believe it is more that neither side of congress want to face the situation. It is like soc sec. no one wants to lose voters. If they would work together this could be resolved but neither side wants to lose latin vote.

for example , I wonder how many votes out of the northeast would support stronger immigration policy to stop the border crossing in those states which join Mexico. A vote for stronger resistance in border states is a no winner for blue states with lots of mexicans who are citizens and vote democrat.
