Saddam did not fool the world. He said he had no WMD and had no WMD. The only people who were fooled were the citizens of the US who relied on Bush, Cheney, Rice and Powell to tell them the truth. But this gang had no intention of telling the truth. This gang manufactured a story that suited them and used it to scare people into backing the war.
