Let's start here:

It appears that equipment and machinery which could be used in making missile parts, chemical weapons or centrifuges was looted.


The operative word here is "appears". The fact of the matter is that not one reliable authority "appears" to have any clue what was taken. These looters did not supply authorities with a manifest. Given the nature of these plants, I think you are being either incredibly naive or incredibly disingenuous if you really believe that no WMD's were stockpiled at these sites.

As to this:
It does not justify the Administration's claim that chemical and biological weapons existed in Iraq.

Which Administration, Kenneth? Clearly the same rhetoric was floating around during the Clinton Administration.
