A new study from the Texas Transportation Institute suggests that not only do HOV and carpool lanes not work Could be the way Texas lays out its HOV lanes, too. They are limited access, blocked off with Jersey barriers. Nobody uses them because 1. nobody can figure out when they're open, 2. nobody can figure out where the entrances are, 3. once you're on, you have limited exits, so you get off where the civil engineer that designed the mess decided you should get off. They're awful in Houston on I-10 along the Katy Freeway. Derek
