Yes, Iraq turned out not to contain the stocks that intelligence had thought it had. But - and I know this point seems very hard for you, Win, so read it carefully - due to Saddam's long history of lying about his weapons and non-cooperation with the inspections, the only way Duelfer knows what he reported is because Saddam was overthrown and Duelfer had free access to Iraq.

If Saddam was still in power, Duelfer would not know for sure what Saddam had, but would still work on the assumption that Saddam hadn't decided to beat his swords into plowshares.
