"keep and bear arms". Does that refer to a single class of weapon or only one? Must you be able to carry any weapon you have, or can you have a separate class that are larger that you "keep"? Are you the USSC and can settle this? The answer to the second question is simple: you describe the current situation. Military forces, such as the US Army, Navy, Marines, ans Air Force buy the heavy duty stuff. They possess them and keep them with intent to use them on foreign military forces.
