Quality is cheap. Also when fails, you just throw it away and buy new one. Only Germans are trying to make things that lasts 20 years.

As you correctly point out. The junk producer of today is the high quality producer of tomorrow. Taiwan, South Korea...

People have proud in their work too. NOBODY LIKES TO PRODUCE JUNK!!! People want to move upmarket to sell the better product. Circumstances is what makes people produce junk. Get rid of protectionism. They need open markets for them to have possibility to compare various products and prices. They need access to technology and parts, they need government that doesn't get on their way opr protect national industries that produces junk to give its owners profits behind protectionist barriers.

In the case of Germany they need younger leadership. They need a 35-year old Prime Minister like Czech Republic.
