Back in 2005 you requested info on the writings of James Norman, a senior writer for Platts Oilgram News, pertaining to a speech he gave in Lancaster,PA, which was reported in the local paper there and posted on SI.

It had to do with the use of oil pricing as an economic weapon by the US national security establishment, first to destroy the Soviet Union in the 1980s with LOW prices, and now to try and slow Chinese economic growth by raising the cost of oil and other raw material inputs.

Norman has now retired and remains a contributing writer at Platts, but has written an unusual book which delves in detail into the history, logic and mechanics of oil price management as a an element of economic warfare. A description is at energycreditmonitor.com and Amazon has it at amazon.com. It's well worth the $15 and the time to read. Powerful stuff.
