Of course Bill Gates is concerned, he didn't finish school himself. Just to clarify......he didn't finish college, not high school and I don't think that's motivating his concern over high school conditions in this country: "In 1973, Gates entered Harvard University as a freshman, where he lived down the hall from Steve Ballmer, now Microsoft's chief executive officer.
