Think of all of the illegal immigrants who do not qualify for a credit card and the newly bankrupt who either don't qualify or, having been recently chastened, prefer not to use credit cards.

The ready availability of bank account Check cards, which work like a Visa card, are adequate substitutes.

To see how upside-down everything is, just look to the many illegals who have qualified for home loans, but still do not qualify for credit cards.
