I think marginal - there is an incentive for small countries to support this and have some tax revenue. Have heard of Lichtenstein or Jersey for example not to mention other small "town" or "island" states

So all the richies hiding assets at www.eoffshore.net is over with? Huh?

Q: In which jurisdiction must the beneficial owner be disclosed to the authorities?
A: The beneficial owner must be disclosed in jurisdictions such as Jersey, Bermuda and Labuan. Double click on the icon "Information" for all other jurisdictions in which the beneficial owner is disclosed to authorities and also jurisdictions in which the beneficial owner is not disclosed to the authorities. It is important to note that in some jurisdictions the beneficial owner is not disclosed to the authorities, but to banks and to Registered Agents. In the Bahamas the beneficial owner is disclosed to the Registered Agent. In Switzerland the beneficial owner is to be disclosed to the bank for the opening of corporate bank accounts.

e-offshore.net

Uruguay is not on thier list - they should have used eoffshore.
