The budget was passed by the Republican controlled Congress and signed by the Republican President. They had the power, by themselves without any Democratic votes, to either raise taxes, cut expenses or both to produce a balanced budget. They did not do so. Yes, Democrats are not responsible for the $650 Billion - not even the entitlement part because Republicans had the power to change even that deficit spending.
