DP felons do not automatically receive new trials. They receive the same sort of due process you saw here. And, as far as I know, they never get Congress to pass a private bill for them and a Prexy to fly back to Washington on the weekend to sign it.

As far the private bill, is it constitutional? It appears to violate separation of powers.

And if you wish to fault the courts for not obeying Congress's bill, then you shall also have to fault Lincoln for ignoring a USSC ruling declaring his single-handed suspension of habeas corpus unconstitutional.
