I disagree with you about the intentions as well. Many specifics have changed from our original ideas, but Iraq having its own elected government that would make its own decisions was the intention from the begining. As for bases they aren't tribute unless you have a situation like the following. US government - "Give us bases" Iraqi government - "No" US government - "If you don't give us bases the bombing starts in 24 hours". Iraq government - "OK" Tim
