Sure and if that happens then it will show they aren't at capacity.


Joe's point was that it has happened. Of course that only shows that they were not at capacity then (or if they where that capacity has increased by at least 2x). It doesn't prove they are not at capacity now. I suspect they aren't at capacity, but I have no hard data to back it up.
