Yeah, it is true. That is why the long-term projection for China by 2020 is that GDP increases by 4 times, but the energy consumption only increases by 2 times. That means half of the GDP increase is supposed to come from energy efficiency.

And BTW, a large part of this situation is due to the developed countries, in order to make money, transferring those old/out-of-date technology to China.
