Rome is not a country, you dingbat. It is a city in Italy. And Pope was the head of Vatican, not Rome.

I assume you mean to ask if France has a consulate in Vatican. The answer is "No".

Even if it did, that would mean zip. France does not lower flags for the death of every head of state where they have a consulate. Senegal, East Timor, Laos, and Bahrein have French Consulates, but I very much doubt if they will get lowered flags for deaths of their presidents or their equivalents.
