What I proposed (maybe you didn't read it) was a sales tax or credit on a personal vehicle purchase based on EPA fuel economy estimates.

That credit would IMO be a less intrusive form of social engineering then a credit specifically for hybrids, but still more intrusive than a straight increase in the gas tax. Not that I would be likely to support an increase in the gas tax, but I do think if I had the same assumptions and opinions that I think you have about the future of the gasoline and oil markets that I could be talked in to supporting the increase.
