I don't give Abbas much credit, just a saner terrorist leader with a better sense of cost-effectiveness. He may want to talk down the terror for right now but it doesn't cross his mind that the method itself is no good and prevents the formation of functional government. And he can't even talk down the out-of-control terrorists, who are going to bring down his government. Such as it is.
