you could set it up so there was a separate exchange or clearing engine that all short sales were routed through, but its very complicated to write and regulate stuff like that. Short sales serve a legitimate function for a lot of interests. The conspiracy theory crap in a lot of cases just strokes bruised ego's. Fear the PHD's with sofware engineering degrees instead. Most people couldn't fix a toaster if its broken then want to match wits with billionaires and thier egghead lackeys. Guess who's gonna win? Someday I'll post my buddy's synopsis of how to write out the mm's with software that automatically creates hedges etc. It's like an overunity engine. Good way to get killed.
