For the same reason that casinos exist. Too many people think they've hit upon a foolproof scheme. In the case of tax evasion, they can't catch everyone the moment they cheat. So they think they are getting away with it...

Given how much everyone is taxed these days, evading taxes pays off big time.

That is, of course, if you can get away with it.
